Timetable for Public Review of the Village at Palisades Tahoe Specific Plan

 Background and Current Status

The VSVSP, final EIR, and associated entitlements were approved by the Board of Supervisors November 15, 2016 (4 : 1 vote)

Subsequent litigation by Sierra Watch resulted in an Appellate Court decision which determined that the Environmental Impact Report has technical deficiencies in the analysis of environmental impacts regarding impacts to Lake Tahoe, fire danger, noise and traffic/transit.

Final writ issued by the Appellate Court on July 29,2022 requires the Placer County Board of Supervisors to take action to vacate all project approvals and to decertify the EIR

Following the Appellate Court’s initial ruling in August 2021, the current project proponent, Alterra Mountain Company, engaged the County to undertake technical revisions to the EIR deficiencies.

The project proponent will be seeking reapproval of the same specific plan, but under the name “Village at Palisades Tahoe Specific Plan”.  Alterra is proposing no changes to the specific plan (850 units with 1493 bedrooms) and its supporting entitlements (water park).

County staff anticipates that the Revised Draft Environmental Impact Report (RDEIR) addressing the technical deficiencies identified by the Appellate Court will be circulated for the 45-day public review in late September 2022, with a RDEIR public comment hearing before the Planning Commission in late October 2022

Public workshops for the project will be conducted with the Planning Commission and Board of Supervisors this Fall. County staff will have a hearing schedule available at the September 1st OV MAC meeting

County staff anticipates presenting the entitlement requests and Revised EIR to the Planning Commission and Board in late Spring 2023.
